Message	Your theory is certainly not out of the bounds of possibility but a far more likely scenario is a powerful farming lobbies who wants to make more cash. I am not sure how quickly and cheaply the corn based ethanol plants could be converted to switch grass or sugar beet plants. If it is a relatively simple process then your theory has a stronger base.
